They can with the help of people with the knowledge and interest in
helping out, e.g. using MLs. And people learn by time and own effort.
The other alternative would be to buy support from RedHat or Canonical.
Unfortunately such a solution voids _all_ reasons for having Debian as a
distribution for _any_ users. If that is your intention, why do you work
on Debian, when RHL and Ubuntu is already available?
