I'd suggest something like:

- Choose a preferred VCS system.

- Import packages native to that system directly, for others, use the
  fast-export where available.  If there's no fast-export or no public
  VCS, just import each upload.

- Provide fast-export dumps (or just let people do fast-export
  themselves) from the preferred system (in addition to whatever native
  format the system has, of course).

While this won't guarantee that packages are actually maintained in said
VCS, it pushes people in that direction and enables others to build on
the work that's already done and makes it fairly simple to move to a
VCS-ed system if somebody wants to do so down the line.
