To install or remove software using the Center, you need administrator access on the computer. I am branching off software-center trunk (UNRELEASED 1.1); and plan to upload it to unstable tomorrow. It will continue some strings from Ubuntu, this will be fixed later on. I plan to add a gnome-app-install transitional package depending on gnome-codec-install and software-center; as they together provide the same functionality. After it gets accepted, I would request the removal of gnome-app-install. PS.
