New binary package additions or any kinds of package updates *possibly*
introduce bugs in numerous different ways.  We can't automatically check
all those different types of bugs. I'm suggesting to reduce ftpmaster's
job and leave some of the job to unstable users and developers. NEW
check is not an efficient nor complete solution for such bugs.
