Every MTA needs to be properly configured; and the failure to do so will
be problematic in *every* case. Having a default installation that does
not cause backscatter to the rest of the Internet and beyond is the
responsibility of the Debian maintainer. This is the case for every
Debian package, and it is no different for qmail.
