I'm missing why this is a problem.  Priority: extra packages can depend on
Priority: optional packages.  What's not allowed is the other way around.

Hm, this seems exactly backwards to me.  It's packages with Priority:
extra that *are* allowed to conflict with packages that are Priority:
optional.
