Ignoring the issue of mangling/demangling mentioned by Steve, I'd suggest
to have something like:

debian/symbols.32bits
debian/symbols.64bits

And then each arch would have a debian/pkg.symbols.arch with a single
include directive "#include <symbols.32bits>" (or something similar).
