Build-depending on a package in testing would not be an RC bug. However,
build-depending on a package _not_ in testing would be an RC bug. In this
case, we're talking about an experimental version of libtool, which will
surely never go to testing, as it's not intended for a stable release.
On the other hand, you can use libtool without build-depending on it if you
want (ie. don't run libtoolize at build time), as Steve pointed out.
