No, ever since distros started using modular kernels, hotplug _is_ the
norm. You can get rid of it only by building your own kernel image with
all hardware drivers statically built in and module support disabled.

And even then, on laptops hotplug is also the norm; built-in wireless
cards are getting common but just 1-2 years ago everyone was using
PCMCIA wireless cards when you've looked around on a conference.
