Believe me - many maintainers appreciate it! and as of a (fairly new) glibc packager, I can say that I'll submit such patches in a glance (if they are good btw ;). There is an alioth project (only used to have the pkg-glibc svn on alioth). The svn layout is pretty easy to figure out. The devel takes place on glibc-devel@l.d.o.
