Heh. Ubuntu is certainly allowed to "contribute patches" directly to
Debian -- anyone can mail patches to the BTS, including Ubuntu.

While I'm sure there'll be some people who'll complain no matter what,
I don't see what the problem with mailing patches directly to the BTS
is. As far as tracking is concerned, making use of "patches@ubuntu.com"
usertags or similar would seem sensible.
