As a user, I much prefer 
    foo           
     + libfoo     
     + foo-doc-en
     + foo-doc-fr
rather than   
    foo           
     + libfoo     
     + foo-en-doc
     + foo-fr-doc

To me the hierarchy tree 
<package>-<sub-package-type>-<language/locale>
is much more natural than 
<package>-<language/locale>-<sub-package-type>
