Yes, unstable syncs the override files and removals need some
ftp-master interaction. Afaik the DAK sends a mail about possible
removal commands and the ftp-master has to cut&paste them if they are
corret.

Testing syncs on the other hand are done via Heidi. The amd64
'britney' just clones the source versions Debian has in testing and
moves the same versions into testing for amd64 (or out of it on
removal).

So you should never ever see a difference in testing while unstable
should only have short term differences.

The amd64 ftp-masters have been prodded about it so hopefully it
resolves itself anytime soon[tm].
