What does Enhances do *exactly*? Or is it just "for reference purposes" and
the tools are free to use it as they will (and dpkg/apt itself will just
ignore it)?

Last time I checked, it was a "for reference purposes only" thing, so it may
not be as functional as a suggests. You can always add both, of course.
