Some packages have the Maintainer: field set to a list, e.g. dpkg, apt,
tetex, probably most java packages.

Nothing; I'd say the list must be unmoderated.  On the other hand, it's
good that lots of spam to the lists is rejected, and there's probably a
grey area.

At least the alioth lists should be configured so that mail forwarded
from the BTS, packages.debian.org, qa.debian.org and maybe others should
be let through without manual action.
