The code in the configure script that looks for tcl in the configure
script seems to be happy with any 8.x or 9.x version of tcl, but does
not know to try the (versioned) directory where Debian installs the
tclConfig.sh script. Try

 ./configure --with-tclconfig=/usr/lib/tcl8.4
