That's not true. CDBS don't add build-essential to Build-Depends.
(Maybe you can tell CDBS to mangle Build-Depends, but I even don't know
how to do it :-).
f.e. libgnome (cdbs based package):
Build-Depends: debhelper (>= 4.0.0), libxml2-dev (>= 2.4.22),
libbz2-dev, libgnomevfs2-dev (>= 2.7.91-3), libbonobo2-dev (>= 2.6.0-2),
