Sorry, I did not find relevant information there. Does the bug report log explain somewhere whether it is actually ok to place this file in /usr/bin on a Debian system? I was under the impression that the bug report log only gives minor technical reasons about why it might be more convenient for the upstream author or the package maintainer to have it there.
