i'd argue the file is improperly placed.  if the file is sourced and
not directly executed, and there's no reason why an average user
or admin of the system would need to execute it as "gettext.sh",
it should stay out of /usr/bin, and go in
/usr/share/gettext-base/scripts or something more appropriate like
that.

looking at the script snippet in question, all it does is set a couple
functions/variables, so it certainly should not be in /usr/bin. hell,
it's not even executable.
