Thanks to all for all the links. Let me answer my question myself,
literally:

\Delta b x \Delta d >= \hbar,

where \Delta b is the buggyness, or distance from desired behavior, and
\Delta d is the quantity of debugging output, or the uncertainty in
knowing what the program does.
