The archive tools are available (http://cvs.debian.org/dak/?cvsroot=dak)
and there's a long TODO list.  So while you might not be able to
help set up the infrastructure itself, you could be involved in
writing the tools running the infrastructure (and this might be a
good way to become an ftpmaster later).
