No, it doesn't. At least as I understand the word, it means anything
between "Everybody happily agreed" and "Some said they had a different
opinion, but agreed to go with the rest of the group". If we'd gather
votes, this would mean: anything between "100% Yes" and "big majority
Yes, 0% No, some abstention".
