incorrect information on buildd.net for xerces{23,24,25}

This is incorrect because xerces25-2.5.0-3 does not have a dependency
on libicu28-dev but rather on libicu21-dev. The whole purpose of the
most recent xerces upload was to remove this dependency because the
icu28 maintainer decided not to bother with arm support and
xerces25-2.5.0-1 had already been built on arm.
I have notified arm@buildd.debian.org about this, but I'm posting here
as well in case anyone on this list can shed any light on why this may
be incorrect. It seems like the dep-wait state should have been reset
to needs-build when a new version with different dependencies was
uploaded.
