Are you talking about Oracle 10g? I dont know of a free 32bit version
neighter of different pricing for 32/64bit. In fact there is a free personal
developer version on:

http://otn.oracle.com/software/products/database/oracle10g/index.html

for Linux IA32 and Linux IA64 with no differences - not a rewrite at all.

For some architectures like AIX the 32 and 64 bit kernels are supported in
one package.
