Not really; from what I have seen, the rpm-metadata "primary.xml" contains
everything in Packages and more. filelists.xml is like Contents, other.xml
has changelogs, and groups.xml isn't really defined yet.
So, all indications are that for Debian purposes, there will be _more_ data
to download each time.
