Well debian-mirror-request is the control bot, so if you've been sending
emails there, they're not going to go far.

If you did send it to the correct address, a look at the description of
the list on http://lists.debian.org/debian-mirror indicates:

	Important changes to the FTP archive are announced here. These are
	mainly useful to maintainers of Debian mirrors.

	All posts to this list are moderated.

As you can see by also checking the list archives, there are good
reasons why your message didn't go through.

As far as your actual problem, sounds like our local mirrors being
broken as is usually the case. =-\
