No. It is monolithic because all the "modules" (udebs) are unpacked
and placed in one initrd at build time. On the other ISOs, only some
udebs are unpacked into the initrd, and the rest are placed on the CD
as files (except the netboot ISO which retrieves the udebs over a
network).
