Some packages don't list their /etc/default file:
$ dlocate /etc/default/|wc -l; ls /etc/default/|wc -l
16
27
I could file individual bugs on the ones that don't list their file,
but that would only fix it for the ones I happen to have installed.

(Lintian might check for this, if it doesn't already.)

(Or, (yuck) if they aren't supposed to list it, then bugs should be filed
against those who do.)

Don't.  Read up on conffiles versus config files, and why and when something
that will go into /etc is not to be shipped inside of the .deb.  

This is done by design, and on purpose.  Both sets of package are correct,
and their choice of shipping the default file in the .deb or creating it on
the maintainer scripts is a matter of the functionality they need.

Of course, we could just rip out all this debconf crap for configuring
packages, so that we can ship everything in the .deb in 99% of the cases.
No?  I guessed as much.  All you can do is live with this issue.

Bug closed.  The functionality you want is already accounted for in one of
the dpkg bugs.  It is probably going to be a long time until it is
implemented (but I hope otherwise. It would be quite useful).
