I did build it myself but seems like I didn't upload it yet.
You'll need a small patch to build it, see #245387.

Maybe I should put the package on alioth too but I try to keep
the number of changed packages as small as possible.

There is a dpkg-dev on alioth that should work.

Why isn't libc6-dev installable?

I am currently uploading alot of packages too alioth.  Please let
me know which are missing there so I can upload them.

I was able to compile a kernel on it ages ago but I don't think
you currently can build it with IA32 emulation.
