That would be false.  :-)  First of all, that contains the contentious word
"software", which I still maintain means "not hardware".  Second, they
aren't excluded unless they fail to satisfy the DFSG.

And finally, the previous Social Contract already explicitly subjected all
of Debian to the DFSG, despite AJ's beliefs to the contrary.
