Have a look at 'cacti'. It's the same for some other applications: put a
line in /etc/apache/httpd.conf:
Include /etc/your-package/apache.conf
But I think apache and apache2 are changing the way they handle
configuration files. Maybe add a file in /etc/apache/conf.d/your-package
or something.
About Bug#238598, dealing with a .htaccess file will not resolve the
problem because .htaccess file is Apache specific.
Also, maybe you can ask on -apache mailing list.
