This hasn't been resolved, and it seems to be an unlikely thing to
happen.

But this is clearly a non-argument:

The syncing problem begins as soon as there are separate source
packages.  If the GFDL issue cannot be resolved in a satisfactory
manner, source packages would have to be split into different archives.
It doesn't seem to matter much if the distribution infrastructure is the
same or not.

But the non-free/GFDL connection is an important one.  I talked to some
developers and they think that the GFDL banishment was welcomed by some
because it made non-free more worthy of including in the project (thus
promoting non-free software).  I'm not sure how much doublethink is
involved here, though.
