ntp 4.2.0 in experimental

Hi,

I have uploaded ntp 4.2.0 to experimental last week.

There has been some package reorganization; th epackages now ship with a
generic default configuration and no longer use debconf.

I'd like some feedback, preferably positive ;-) , before I upload to
Unstable.
