Users and developers have voice when they proposal sounds reasonable. 
A seasoned developer has probably major weight in decisions, but I
find that perfectly reasonable. Proper partecipation to the project
life requires experience in the project itself and knowledge of many
aspects. That requires time and efforts. All big projects 
work in the same manner. Ask BSD people :)
