IMO it should still provide a configuration file in /etc/default
containing an option that enable/disable @boot start.

I found rather annoying poking around with startup links too, even using
update-rc.d. I appreciate a lot package providing /etc/default/
configuration files for setting this parameter. Once you have a
configuration file you can decide to use debconf or not around it.

I agree that the bug can be restated not mentioning debconf.
