Why do you think so?
There are at least two ways to maintain such list. First, it may be
maintained on per-package basis by dropping a file to some directory, e.g.
/usr/share/prelink.d/ Second, it may be maintained by local admins.
And long-living daemons is not the only application for such list.
Others may include suid binaries, or some other stuff that local admins
don't want to prelink for any reasons.
Currently it is just too hard to prelink (and keep prelinked after system
updates) anything-but-these-few-binaries. Exclude list may solve this.
