I don't really know what you guys are talking about, debconf *does* fall
back to other frontends should any fail.

root@dragon:/home/joey>dpkg-reconfigure debconf -fgnome
debconf: unable to initialize frontend: Gnome
debconf: (Unable to load Gnome -- is libgnome-perl installed?)
debconf: falling back to frontend: Dialog
