"Honest mistakes"?

* He did a mass-filing without prior permission in, I think, 2001 to try
  and get a lot of packages to add the "-z combreloc" to their linker
  flags.
* He did a mass-filing without prior permission in December 2001 to try
  to persuade the maintainers of several SDL-dependent packages to break
  their linkage.

This is (at least) his third offense in the mass-filing department.  He
has been reproached -- sometimes vehemently -- each time he has done it.

*shrug*  Might as well repeal the rule about mass-filings, then.  If
Jack Howarth isn't a textbook case of deliberate refusal to comply with
a known policy, I don't know who is.
