I have been thinking recently about starting a Debian Desktop
subproject, which is pretty strongly related to what you're talking
about. Its main motto would be "Software which Just Works".
There are a lot of things we need to fix to make Debian usable. Some of
them are already in progress, like using discover to detect hardware.
Our X configuration is OK, but could be better. To the vast majority of
people in the world, a console is not usable.
And yes, we really do need to bite the bullet and have some sort of
user-friendly graphical system configuration program. webmin might be a
way to do this.
Another thing we should do is add the regular user created during
installation to the 'audio' and 'video' groups, along with installing
sudo and setting them up with it by default. Along those lines, it
would be good to configure applications such as cd-recording apps to use
gnome-sudo.
Anyways, that's all just off the top of my head.
Unfortunately though, there's lots of core stuff that we need to fix
before even contemplating something like a desktop group.
debian-installer being the big one of course, but other things like
finishing the menu rewrite, finish integrating GNOME 2 and KDE 3...
