There two connected difficulties with upgrading to exim4
* The configuration-file is incompatible. Exim4 includes a
  conversion-utility but it'll probably fail on complex setups.
  TODO: Test whether it breaks on vanilla files generated by
  eximconfig.
* There is no eximconfig-script for exim4.
  Iff exim is debconfized the resulting file should probably look
  something like this (similar XF86Config-4) to make customization
  simple:
  #                    MAIN CONFIGURATION SETTINGS
  ### BEGIN DEBCONF SECTION1
  ...
  ### END DEBCONF SECTION1
  
  #                       ACL CONFIGURATION                            #
  begin acl
  ### BEGIN DEBCONF SECTION2
  ...
  One could simplify this and use .include to keep the
  debconf-generated parts separated in eg. /var/spool/exim/debconf/
  (where is the right place?) and ship /etc/exim/exim.conf as a
  conffile.

Except for that forward porting the existing debian-diff should work
without major problems - the build system has not changed. (You can
find works-for-me-quality packages of exim4 eg. on 
http://ADSL-Bergs.RZ.RWTH-Aachen.DE/~rabe/debian/)
