Because he might have some other work to do? Especially if a new upstream
releases fixes a bug, it is imho enough to claim so. This clearly indicates
a more interested reader to read upstream changelog.
Debian changelog is not yet required to be an comprehensice updates
changelog. If you need that, change policy.
