Don't forget that it needs to include the definition of the severity
from /usr/share/doc/debian/bug-maint-info.txt, just in case the
maintainer had forgotten. The definition itself isn't shown to Lazarus,
as if it were he might actually have to think about whether it applies
to the bug he's reporting.
