Ok, I was assuming no changes in the testing scripts. If they are changed
there will not be an absolute need for build daemons to run testing
in order for testing to be build-depends consistent.

Yes, agreed.

However, the fact that there is not an absolute need for build daemons
to run testing does not mean there is an absolute need for them to run
unstable either...

Should I buy the argument that new libraries would not enter testing?
*That* would be FUD.
