Nobody is obligated to obey anything but the actual license. However,
just XFree86 have generally asked us not to distribute prereleases of X
(IIRC). The license says nothing about not distributing prereleases but
we still generally don't. I argue that this is a similar situation, but
for different reasons.

(Substitute any package with a Free license who has asked us not to
distribute it for one reason or another for X in the above if that's not
accurate.)
