The /etc and /var distinction is usefull because administrators know that the files in /etc are theirs and theirs alone to edit to change the behavior of the system. /var is not to be edited. Much of it isn't even text. There is a significant difference, and one that is important for running the system. Why is the distinction between /lib and /libexec important?
