A modification of your idea:
- experimental: development snapshots, etc. Complete archive structure,
but not built by build daemons or built with lowest priority
- unstable: keep as is
- testing: keep as is, but with partial section freezes
- working (or rc, like release-candidate): merging of stable and frozen
sections
- stable: as is
