dinstall/katie is modified to tag bugs 'woody', instead of closing/fixing.
Then, britney(the testing script) needs to send closed/fixed bugs when a
package moves to testing(it scans the .changes, or opens the changelog, or
something).

This doesn't really require mods to the bts.
