Tests with Packages versus Packages.gz showed if the difference between
versions is less than about 5% a significant reduction in bandwide usage
can be achieved with gzip --rsyncable and rsync (posted under "Solving
the compression dilemma when rsync-ing Debian versions"). Packages is a
good choice since differences are distributed almost randomly over the
full file. With ordinary .deb the gain might be higher.
