Hmm.  I disagree with this expectation.  If I close a bug on one
of my packages, then I expect the submitter to reopen the bug if
he/she thinks it's not handled yet.  Certainly this is better than
submitting a new bug about the same issue.

Of course if the submitter simply sends in a mail saying that it's
not solved yet, I can reopen the bug myself.  But that's extra
work for me, and I might forget -- and the whole point of the BTS
is to keep track of things that might otherwise be forgotten.
