I find it very hard to belive you don't have cdebconf, or some remnant
of it, installed. Show me the output of:

dpkg -l cdebconf
dpkg -L cdebconf
file /usr/sbin/dpkg-reconfigure /usr/share/debconf/confmodule
DEBCONF_DEBUG='.*' dpkg --configure -a
